I maintain a list of Wacom drivers stretching back about 20 years.
The list contains links to download the drivers and the release notes.
You can browse the list here: https://thesevenpens.github.io/Wacom-Driver-List/
For drivers: there may be multiple download links: one to the wacom site and one to archive.org.
Wacom deleted old versions of drivers from their site, so archive.org may be your only option.
Also some links may not work, again because Wacom removes old versions.
I DO NOT host the binaries or the release notes. They are all kept at either wacom.com or archive.org
The source code for the viewer and the raw JSON are available in this repo: https://github.com/TheSevenPens/Wacom-Driver-List
Kuuube (pronounced "cube") is a drawing tablet expert. He does methodical and careful research on drawing tablets. He's a contributor to OpenTabletDriver. I review my content with him and a few others to help ensure accuracy.

Community plays an important part in the overall experience of using a drawing tablet. Because the vast majority of people will get help and get their answers from other members of the community instead of the manufacturer. To that end it's useful to familiarize yourself with what communities exist.
Reddit for many years now has been the home of many very active communities of drawing tablet users. Some of those community subreddits are listed below.
Keep in mind these are community-supported. And while you might occasionally see someone from the support team of a tablet brand, these subreddits are NOT official support channels.

Tablet brands also host their own community sites. For drawing tablet brands you will typically find these communities are not very large and there aren't many people posting questions or solutions.
Huion: https://community.huion.com/
XP-Pen: https://community.xp-pen.com/
Samsung: https://community.samsung.com/
In online communities on reddit you may notice that the vast majority of posts are complaints. Do not necessarily be concerned by this. It is true for any online community discussing any product. Most people only post when they have a problem. The completely satisfied users who don't have problems users rarely post about how good or seamless their experience has been.
However it is also true that online forums can be a great source to help you make choices about brands. For example, if you see a lot of questions/problems about a certain model, that should factor into your purchase decision.
If you are buying a tablet for osu!, then you need a tablet that is specifically good for osu! And most are not.
The easiest way to find such a tablet is Kuuube's tablet buying guide
Link:
This guide is an incredibly well researched by Kuuube. No other tablet guide for osu! will be as helpful as this one.
Tablet enthusiast Kuuube maintains a spreadsheet which provides an extensive list of information on Wacom tablets.
This really is an amazing spreadsheet and you won't find some of this information ANYWHERE else.
https://docs.google.com/spreadsheets/d/125LNzGmidy1gagwYUt12tRhrNdrWFHhWon7kxWY7iWU/edit
The top part of the spreadsheet covers consumer tablets
The bottom part of the spreadsheet covers professional tablets
The models are listed by model identifier (i.e. model number). If you want to see the model name(s) associated with that model hover over the model identifier and a small tooltip will appear with the model name(s).
Some pens have information Kuuube has measured about the pressure range. So for some you will get a good idea about the initial activation force.
Compatible nibs are listed
Compatible pens are listed
There's an effort to make a Hall effect tablet for playing osu
See https://github.com/pompyboard/pompyboard
Note that this would not make an effective drawing tablet for artistic purposes, since it lacks any pressure sensitivity, but would work well only for osu.
